Can I use only Consent?	Yes. Publish, SDK, receipts, and publish Evidence stand alone.
Can I use only Rights?	Yes for operator cases; still need Systems (and Data Maps for SQL).
Why Data Maps?	SQL connectors do not guess tables.
What does VERIFIED mean?	OTP proves email control; operator verification is operator assertion—do not conflate them.
